A Mexican stand off is a situation of conflict between two people where no option exists for either of them to win.
Here's a good example of a Mexican stand-off between Kenny and Nigel. Neither is moving, neither can win. They just have to wait it out and stare at each other.... It's been going on all morning. You've got to look carefully for Nigel but he's there alright.
